Small beardie?

I have a normal bearded dragon we purchased from our local Petsmart because he was super cute. We feed and treat him the same as our last beardie, who grew to be about 12-14" from snout to tail tip, but this little beardie just has never grown to an impressive size. He's about 8" long. I'm not sure what gender he is-- do females tend to be smaller? Our last beardie I bought from a breeder as a male, but I've never tried to sex this one. Besides being smaller than I thought s/he would be, health and appetite seems good. Caging, lighting and temps are all equal between the two.

Could be simply a different subspecies or even just different parents. I see that in snakes anyway.
