Percy is a rescue. The white marks are scars from being burned from a falling light. The person that he was rescued from planned on raising him big enough to skin him and make a jacket out of the skin. But after the owner failed to secure the light it the rubber maid tote that he kept him in decided he didn't want him anymore because of the scars.
