If i have a male normal 100% het pied whos sire was med to hi white, and is bred to a female normal 100% het pied whos sire was low white, whos genes would be more dominant?  or would it be a mixing of low-med white pieds?

It doesn't matter how much white is on either snake, it is completely random gene.  If you were to breed that and have piedbald offspring they could be 90% white or 1%.  It's a sales trick to say that the sire or dam had "x" amount of white.  It's a random gene, none is more dominant, it's all the same gene, taking up the same pair of alleles.

Supposedly the high whites throw more high whites and vice versa.
