Just throwing out some guesses;  Is ther anything hot in the cage that he might have touched/pressed against, even a flourescent bulb might do it.  Any liquids that may have gotton on him and dried up?  Otherwise I would agree with Doom and aaron, stuck shed would be the first thing that comes to mind.

I agree pics would help, but if it's not stuck shed I honestly don't know cause that would have been my guess.  Is it possible that it's maybe it's something from the shed before last?

What type of perches?  Is there anything in his cage that has any sort of gum adhesive?  Wood sap?
